Extend Master Run to build packages on a schedule

Hans-Nikolai Viessmann requested to merge hans/sac2c:develop into develop

Previously the build of packages could only be done via interaction through the WebUI (i.e. create pipeline). This merge addes additional configuration to use GitLab schedules to launch such builds - meaning we can now regularly create packages.
