support for multi-operator folds

Sven-Bodo Scholz requested to merge sbs/sac2c:multi-fold-support into develop

so far we never created MO-WLs with more than one fold-WL. We allowed them to be specified, but ripped them apart during scan-parse and never fused them into one again. This allows them to be maintained, even when using partially applied foldfuns.
