We make use of config.h in some sac.h included headers, and not
having this leads to errors when compiling certain sac programs --- such as with HWLOC activated for mt_pth target.
I'm not sure why we did not include this as part of the install target? Looking at my own /usr/include headers, there are a few config.hs here, so its not unusual to include this when installing.
