Change to centos8 and ubi18

Ubi14 and CentOS 6 are now EOL, since 25.04.2019 and 02.11.2020 respectively. Repos have been de-activated for centos6, meaning there are no package updates either. This MR switches to Ubi18 and CentOS 8 images for running the CI.

woops, docker images are fucked... at least the archlinux and centos8 ones. I built these on my system, and something, perhaps the NTL or ISL library were built with -march=native. The ISA doesn't match what is used on the runner machine, crap.

Pipeline 888 failed on stdlib build on archlinux due to warnings about malloc. This isn't relevant to the MR, so I think its safe to merge this in.

Warning in Archlinux Stdlib build likely fixed in https://github.com/SacBase/Stdlib/pull/43.
