Hotfix for CUDA profiling

Hans-Nikolai Viessmann requested to merge hans/sac2c:hans-hotfix-cuda-profile into develop

Function declaration which needs CUDA RT API was not within ENABLE_CUDA CPP if-block, causing errors on compilation of sac2c. This MR provides a fix for this.
