Function declaration which needs CUDA RT API was not within ENABLE_CUDA CPP if-block, causing errors on compilation of sac2c. This MR provides a fix for this.
Downtime planned starting Sunday 16 March; service will be down until migration to new Strato server is complete (worst case expect 3 days outage)!
