New typechecker throws error when specialiations are disabled

Extended Description

When compiling the attached example with specialisations turned off using
sac2c -b15 -sbs -fun2lac 7 -noap -notsi -nolir -maxspec 0 -cppI
~/c/sac/experimental/newTS shape_sel.sac,
I get the following error message:
