missing used function in FOLD_NEUTRAL

Extended Description

several livermore loops show a similar problem
functions are identified as beiing external (Array:genarray for example)
However -b5 does NOT contain an external declaration of these.
Seemingly, this only happens to applications within FOLD_NEUTRAL
of with-loops.
The llops affected are:
loop5, loop9: Array:genarray in FOLD_NEUTRAL found but not loaded
loop8p: Array:take in FOLD_NEUTRAL found but not loaded
