crashes at end of optimization phase, due to index error in COvect2offset.

sac2c buildvsmaller.sac -doawlf -nowlf -bopt:uglf  -v1 >crud
produces a LOOPFUN with two WLs in it, that should have been
AWLF'd. The exact problem arises when both arguments of the catenate
are varying in shape. 
This has been with us for a while now, but I finally found a simple
failing example.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
