This repeats, with WLIR= 3, until maxoptcyc freezes over. 
The net results are:
 - excessive compilation times 
and,in this case,
  - crash due to running out of memory, presumably due to a memory
    leak in one (or more) of the micro-cycle OPTS.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
