CSE repeats same job, perhaps caused by ESD

Extended Description

CSE, at least in the AWLFI micro-cycle, appears to be
repeating the same work over and over again.

This repeats until we reach maxoptcyc. 
If I disable the call to ESD in the cycle, the problem does
not occur.
The fault can be seen with this call:
cd sac/apex/ipape
sac2c ipape.sac -doawlf -nowlf -v4 -#d,SSE
