GLF: Generally Lousy FLOPs rate?

Extended Description

-glf as default turned out to show up several problems.
Among them were several APEX benchmarks, including compiotaAKD.sac,
which started running 10X slower and eating all the memory on my system.
Here's a trimmed version excised from here, limited to just the
APL reshape (genarray-ish) that shows the problem.
With Build #16124 (containing many Bodo fixes already), the code leaves
some sacprelude::sel() wrapper functions in the code. This not
only slows things down, but inhibits WLF and EWLF.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
