Turn gasnet shray off if gasnet not installed

Merged Thomas Koopman requested to merge thomas/sac2c:gasnet_cmake into develop

I am assuming GASNet_ROOT unset = GASNet not installed because it is a PIA to build gasnet programs (with custom makefiles stored in GASNet_ROOT/...)
