sac2c/stdlib package dependendencies don't overlap

It was pointed out by @Cybersmith that the weekly packages don't have overlapping dependencies... meaning that when we install sac2c, we can't install the stdlib package...

The issues seems to be that the sac2c packages install sac2c as sac-compiler-1.3.2-MijasCosta-<# CHANGES>-<COMMIT> but the stdlib packages is looking for sac-compiler-1.3.2-MijasCosta-<# CHANGES> (or something to that effect). Something is configured in the stdlib cmakefiles...

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
