new bugs shown up by CF test suite

Extended Description

These all live in: sac/testsuite/optimizations/constantfolding/
SCCFprf_sel3.sac: COvect2offset called with iv out of range.
SCCFprf_modarray*.sac: most of these fail to perform the desired opt.
SCSprf_val_le_val:  COvect2offset again.
I'll look into these Saturday.
