Back-end needed to check options but check options happens before resource file is handled

Extended Description

CheckOptionConsistency needs to know what back-end is being used as not all options are valid with all back-ends.  However now that the back-end is defined in the resources file the back-end is not know until after CheckOptionConsistency has been run.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
