setup/configure does not complain about absence of yacc

Extended Description

I'm not sure if this is a real bug or not, but since
configure DOES complain about the absence of m4, it seems
that it should treat all host-required software in
a consistent manner.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
