-ecc inhibits WLfolding

Extended Description

sac2c -ecc -docf -dosaa sac/testsuite/optimizations/constantfolding/CFwith.sac
fails to fold the two WLs that comprise it. Compiling without -ecc allows
folding to occur.
Execution of the RunAll script in this directory shows up several failures
of this sort.
