Missing documentation

Extended Description

The "component" above should read "documentation" or
"reference manual" or "Bobbo can't RTFM."
1. I can't find where the format of floating and double
constants is defined. I want a scientific notation
form such as: 1E-13
2. I can't find any definition of acceptable character constants.
Or unacceptable ones, for that matter.
The specific problem I ran into was/is building a constant vector
of the entire 256-element 8-bit ASCII character set. 
The compiler appears to complain about:
