One stone. Two birds. UTExpand kills with-loop fusion

Extended Description

If you compile sac/apex/UTExpand/UTExpand.sac with "-dowlfs", 
it gets stuck in WL-fusion. Or if not stuck, at least way too slow.
If you compile it with "-O3", it dies in phase 15,
"applying type conversions" with "Conversion to or from
scalar detected."
If you compile with "-noopt", it compiles and executes properly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
