apex UTBaseValue.sac test fails at end of -bopt. IVE suspected

Created an attachment (id=938)
source code to reproduce fault

constants/constants_struc_ops.c:1095 Assertion "cviv[0] < cvshp[0]" failed!
Index error: iv[0] >= shp([0]
The exact problem is that iv and shp have the same value in COvect2Offset,
which indeed indicates Index error.
