dtb* failures in WLF

Extended Description

sac/apex/dtb/dtb.sac and friends all fail in WLF due to subtractions in index vectors operating in a consumerWL on data from a producerWL. I thought we had a bugzilla entry for this, but none are showing up, so here go again. This one goes WAY back.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
