LUR fails if -noctz

Extended Description

Created an attachment (id=1051)
source code to cause failure
This seems to be a different bug than #1178.
If I compile with -doctz, LUR is able to compute the loop count.
If I compile with -noctz, LUR is NOT able to compute the loop count.
